FL/BL HAS nothing to do with now sets work or how the components are treated if in unassembled sets.    Components of unassembled sets are delivered based on the setup of the components within the set: available qty is based on each component and its pub status.  Each component can either be backordered or it may force the entire set to backorder if it is required…see the options when setting up the components of an unassembled set.
